I've been under anaesthesia a few times and with the ligation, you really do need to go under a general. If you/he are concerned, the best thing to do would be to get the number of the anaesthetist from your doctor, so that you could have an earlier pre-consult. What bad behaviour is he worried about? Are you able to pick an anaesthetist that you would both feel comfortable with?
I have to say though, the times I come out of it the best are the ones where you focus on how great you'll feel once it's done.

First off, congratulations. Second, I've had general anaesthesia several times and I have to say, yay for drugs! If I could have every procedure done that way I would. I get too upset even getting a cavity filled with local. I'm convinced I can feel it if I'm not knocked out.

Have you tried twilight sedation for your dental procedures? It's like a general only they use different anaesthesia. Fantastic, much quicker to recover from and you don't remember a thing. It's like having a really good sleep.

I asked the dentist before if I could have anything more and he gave me a rigamarole about when he was a kid his mother wouldn't let the doctor give him anything, so I have it lucky.
Although, I am switching to a new dentist because my old dentist (whom I loved) sold his practice to a new dentist that I really don't like. So maybe I'll ask the new dentist about this.

The only thing I remember about my pre-surgical phone consult with the anesthesiologist's nurse was her asking me if I had a living will or power of attorney. Scared the [censored] out of me. (That was for my knee surgery, the only one I've had.)
But actually getting general anesthesia was a breeze. Took me a couple of minutes to actually pass out, but I woke up less than 2 minutes (according to the attending nurse) after being wheeled into recovery. Fully alert, not even a smidgen of grogginess or nausea. I didn't even feel like I slept. It was like I blinked and the clock moved almost an hour ahead.
I spent my time in recovery pulling the finger monitor off to make the machines behind me beep frantically and trying to read my chart without my glasses. They were eager to get me out of there after about five minutes of that...
Personally, I wouldn't even consider a tubal unless Essure wasn't an option for me. Less invasive, easier recovery time, less dangerous, and generally cheaper, but the same result. But do whatever you and your SO are most comfortable with. Make the decision for yourself, but let his opinions have a little weight. Indirectly, it's kind of his decision, too.

Do make sure you have a decent doctor though. My mom had her tubes tied, and not only did she wind up with another kid, but years later got a hernia in her abdomen. :P

I really don't want to start in on horror stories, but not all people have an easy time with going under.
Apparently, I woke up very violently both times I've had surgery. They needed 2 nurses and 2 orderlies to hold me down.
Good luck, I hope you are one of the fortuate ones.

This isn't a horror story per se, but the last major surgery (one of very few, luckily) I had a few years ago, I was put under fine, but I came back up on the operating table apparently after everything was done. I don't know if that was intentional or not (if you are supposed to wake up in the OR or in recovery/your room) but for some reason it scared me that I did look up and see the operating room lights.

Yikes!
My DH hates general anesthesia. The last time he had it he woke up in a panic attack and felt like he was dying. He doesn't not get frightened easily, but it really freaked him out.
Since then, he's had 2 total hip replacements WITHOUT general. He was pretty much awake for both procedures. The docs loved it, because he could actually move and help them. He didn't feel anything, and even though he could hear sawing and other noises, he much preferred it to general. He also was able to recover from the surgery faster I think, certainly that day when he was just coming out of it, he didn't have to deal with the after-effects of being under general.
The anesthesiologist was really nice and called him the night before. They give you a very strong drug cocktail either way, so you don't feel anything, and you're pretty knocked out. Not feeling stress. In the procedures I've been in, the anasthesiologist is by your side the whole time, and can make assessments about your level of consciousness and adjust the meds if needed.
Whatever you choose, I agree with the others that he should just have a V if possible. If you go through with it, I wouldn't worry too much about the general and all that. If that's what's needed, just try not to think about beforehand. You'll be out of it, and it will be over before you know it.

i'm just curious if your dr. performs the essure procedure. like someone said before it's a much simpler procedure and doesn't require going under. it can even be done in a dr.'s office. i'm going to talk to my dr. about it next month. i went on the website too and got some really good info.i'm not trying to tell you to go that route. it's just something you might want to think about.
