I kind of can't believe what I'm reading about how many fish you have in only two gallons of water, so I wonder if there is a typo. Overcrowding will cause many problems - and even worse when they get bigger - which won't take long.

Maybe bored - but more likely sick or harrassed by other fish. Either way, separating him out into his own tank for now would be good advice so you can give him a good water change, his own space, and try some mild curative action like a salt bath before you try any harsh medicines.
