Absolutely not. There's a double standard in the US with female circumcision of a minor being a crime while male circumcision of a minor (infant, actually) happens everyday, many times without any research on the parent's part.
How are human rights defined? are they same for all the socities? Wil people in the US have same human rights as those in Somalia?
The United Nations has a Declaration of Human Rights in which human rights are defined. This is the international standard. http://www.unhchr.ch/udhr/index.htm Many nations and places are in violation of its provisions. (including the USA)
