Absolutely not. There's a double standard in the US with female circumcision of a minor being a crime while male circumcision of a minor (infant, actually) happens everyday, many times without any research on the parent's part.

The United Nations has a Declaration of Human Rights in which human rights are defined. This is the international standard.
