I know they've posted quite a bit, but it was all confusing to me.
So JUST to make him move, beat all five chocobo races once. Now to get the sigil, you have to beat the final race with 0 seconds. (I'm sure they did say that one.)
I couldn't pull this off, so I just customized a weapon with break damage limit for him.
