U have a device with you, when its targeted at ppl you will hear what they are saying, target it at the elevator and stick with while its goin up, you will get a call that you have gathered enough info. After that a few guards will appear in the courtyard, either kill em or sneak past em to get to a wall that has branches on it so u can climb it.
