FlingWings,
I had a post all written out but the computer ate it

, so hopefully this one sticks! This is a common questions and I have written an article related to this topic so you can read more detail about it. Here are a few tips!
1-Figure out what makeup you need. Most of us don't need foundation, concealer, powder, blush, highlighter, mascara primer, mascara, eye liner, eye shadow, lip liner and lipstick every day. Rather, just pick what you really need. For example, if you have clear skin, you can get away with a tinted moisturizer. If you have a limited budget, mascara is usually a staple. Lip glosses are fairly inexpensive and you can buy one in a spring color (pink or coral), and a nude color. Also, a lipliner such as one of cheaper $2 liners from Wet n Wild can be used to apply all over your lips and layer gloss over it for a new look without spending more money.
2-Drugstores have some great buys. Wet n Wild, e.l.f.,Maybelline, Cover Girl and Rimmel are more inexpensive brands that have great products (most under $10).
3-When choosing colors, stick to neutrals so you can get wear out of them. If you are fair, looks for "Porcelain" or "Nude". Darker skin colors will looks for shades such as "almond" or "chestnut". Fair skinned ladies will want to stick to a light pink blush; the darker your skin the more vibrant colors you can pull off. Blondes may want to stick to brown mascara; people with other hair colors can use black. Stick with neutrals for eyehsadows.
4-Look for specials on drugstore.com, Ulta, Sephora, Walgreens and CVS amoungst others. Often times WalGreens will run a buy one get one free on products, so you can get two L'Oreal glosses for the price of one. You can buy the Ulta brand cosmetics, or Sephora brand, for the same price or a bit higher than drugstore brands and are both great quality. Just keep your eyes out.
I hope this helped out some; if you have more specific questions please feel free to ask here or email me
