The difference between movies that "are based on true stories" or movies "based on true events? Is there a difference?

Maybe actual events are more like building a story around an actual happening.

Bing Crosby's movie, White Christmas, could fit that LOL. I mean the war was happening. But the storyline, or plot, was total fiction.

I think based on true events means it is done around something in history or current events that happened but the story is not necessarily true. A true story would mean the characters and particulars are based on reality. A true event would bea battle in World War II. But a true story would be telling it from something that really happened in a particular soldier's life at that battle. ?

True: Uses the truth of the story to tell it as it happened...Events: is telling a story where fragments of the story are on truths basis.
