I realize that this has probably been asked a million times but where can I get them?

you can bribe wings to discovery from a malboro in the calm lands but you only get like 5 or something for like 500,000 gill which is a joke... other than that i dont know wherell need to check your tip out squall thanks brudah! <img src="/images/graemlins/cool.gif" alt="" />

you get 30 wings to discovery by winning the chocobo race without hitting any poles and getting 3 chests. You can also get them by bribing a malboro for 540000 (3-5 of em) or a great malboro for 1200000 for ~8 of em (malboro is the better deal) you can also get them from killing shinryu in the monster arena.

now for winning formula you can get 99 of em for catching a certain number of fiends for the monster arena (not sure how many) other than that i dunno
