I have the sole done. The first row on the top says"fold the sole lenthwise to locate center back, with RS facing , ch 11 , join in 16th st from center back sc in ch across." This I don't understand. am I suppose to sc each one of the ch, like the 10th chain I did I would single chain into the 17th and then the 9th chain into the 18th .... working towards the front? Because the row 2 is CH 3 dc in each st across working on inside of botto toard back , sc each on next 3 sts on rnd 7 of sole turn. What I get from this is I would have extra rows on right side of my ankle and that doesn't make sense to me.HELP!

Usually, this would mean to ch 11, sl st join (on the right side) into the 16th st from the fold (this is the center of your sole). --You haven't said if you had to finish off the sole or if this is a continuation. I'm assuming that you did a sl st into the first st of the row??? And, then, the CH-3 starts the first row of the SIDE???-- But, you will be using only the back loop for your sc sts. This puts a nice little 'edge' between the sole and the side of the bootie. Try this and see if this makes sense with the rest of your pattern. If not, feel free to ask again.
