My first bit of advice would be to start writing. <g> My second would be to keep writing, because as good as we might think we are, we're not when we first start out. lol
Keep reading, as you'll learn from the authors you read. Also, there are a ton of how-to-write books out there, too, including some specifically on how to write romances. You may find some of those helpful. There are specific books on characters and plotting, and setting, and all sorts of book aspects. I don't know that I'd suggest going there until you've actually begun your writing. You won't know right away what areas you need to study up on yet. <g>
You may also want to check into area writers' groups.
Romance Writers of America is the best group out there for romance writers, but joining is not for the faint-hearted, as the membership fee isn't just pocket change. <g> But once you belong to RWA, there are often local chapters that you can then also join, where they do regular workshops and things like that for members to help in your learning; some also do critique partner matching or even critique sessions.
