I think most of what is delaying the passage of this critical act is lobbyists and the politicians that they control trying to put in exceptions to the act. These exceptions will create loopholes so that the coal, oil, car and any other industry that relies on old standards of energy use and pollution can continue to operate "business as usual" for as long as possible. They keep crying that it will be too expensive to implement the act as it stands now. Perhaps all the folks that are fighting so hard to keep things as they now are should be required to pay for the medical bills of all those suffering from illness due to pollution, erosion control due to global climate change etc - then maybe they would understand the real costs.
