Here is where you go to find out if you need to register along with the why it is necessary. CA residents such as myself are automatically enrolled and don't need to register.

If you are not sure if you need to register with the National Saltwater Angler Registry, NOAA makes it easy with their interactive tool - and you can sign up online there if you need to.
