First, visit some independent websites that specialize in costumes or specific themes. If you don't have any luck there, try Ebay.

I found my jewelry for halloween at 3D Jewellery's. They have 3D colored jewelry suitable for witches costume...

I am still thinking about the cute ghost earrings I saw last year at Walmart and I had it in my hands but put it right back, after halloween passed I went back there hoping at least one was left and none was left . I never have bought jewelry from an holiday but these earrings were cute.
