There can be any number of issues that are keeping your roses from blooming. Roses need full morning sun. At least 6 hours of sun a day is ideal. They need their soil to be moist, but not soggy. When the top inch of soil feels dry, water the rose at the base of the plant trying to keep the leaves dry. Dry leaves help prevent fungal diseases.
