The articles posted at the top of this topic have tips and ideas to get a bird past the biting stage. There are no guarantees (of course) because each bird is an individual and will respond at his or her own time. Patience is a key factor though as well as learning to read your bird to avoid bites.
As far as wing clipping - that is a personal matter according to what is best for your bird as well as for you. Sometimes clipping wings is a good way to tame a bird because they can't fly away - but the clipping must be done properly.
