Its the Calm Lands, not plains. Anyways, at the entrance of the calm lands, over to the far right if your comming in, going out it would be far left. Anyways over there there is a chocobo feather, get on a chocobo and go over to it, and click X, then you'll jump down, then just follow the path to the temple and you find Belgimine.
