Something else that works is to convey to that person how well-suited to the job you think he/she is AND how much it will help your cause to have that particular person working on it.
These guys are exactly right on their suggestions. The number one reasons that boys don't join a troop or a pack is that no one specifically asked them. This is true of volunteers as well. Let them know you are asking them because you think they are well suited to the task and you think they will do a good job. Let them know that you and/or the other people on the committee are their to support them.
