If a person was going on a killing rampage and killed even hundreds, we would have a huge alert, tons of police on the case, mass media attention, general panic in the streets... yet, here we have a killer that is responsible for tens of THOUSANDS of deaths, and there is likely little going to be done.
Seems that protecting life and well-being ranks much lower to convenience and investing in future technologies.
