I usually cut my own hair when I want it short. What I do is what we used to call the "Italian Cut". It became popular during the height of the "I Love Lucy" show. She wanted to cut her hair when they were in Italy and Ricky said "NO!" so she got a wig in the "Italian Style". Anyway, it is 3" all over the head. The trick to cutting it properly so the lengths look nice and blended is to use a rattail comb and mark 3" on the handle, pull the hair out straight from the scalp, with the comb handle on the scalp and cut where the mark is. You must pull the hair straight up on the top and gradually out to the sides as you go down the sides then out from the back as you go down the back, so all the hair is the same length all over. If you pull the back or side hair up and cut, it will be shorter, so make sure you pull it out to the side or back and not up. Is this making sense?
If you tell a good stylist you want 3" all over (or whatever length) then you get a really nice layered cut that does not look shaggy.
To grow it out, I just keep trimming the bottom only till all the hair has grown out and I have a short 'bob'. Then I let it grow longer before trimming the bottom again.
