I'm not positive but I think that Rin and Oaka (and his brother) sell it.

you go strait exiting the calm lands and keep going past the shiny path like your going to the thundder plains and youll see oakas brother wantz he sells them for 100000 if your shourt on gil go to the omega ruins and fight some mimics for 50000 gol each. and you can find one of rikkus weapons wih 4 slots inthe caver of the stolen fayth.
