No, he will only go to hell if he does not give his life to the Lord. Cutting a dog's head off and giving it as a gift to someone is not an automatic trip to the fiery bowels of the earth.
Non belief in Jesus as your Lord and Savior is an automatic ticket to hell.
There are murderers who have given their life to God and will go to Heaven because of it.

I agree with you cd! In my belief system, anyone that does that to any of G-d's creatures, should burn in Hell! That is a despicable act and, since Jesus was train in the way of the Torah and 613 Mitzvot handed down to Moses-he would also agree with us.
If they asked me, I would have a few things in mind for him before he left this earth for whatever otherworldly justice he might receive!

It's probably something benign like destruction of someone else's property, since there is no specific law against 'beheading' to achieve the destruction. It's heinous.
