My betta seems to think s/he is a dolphin. The other day I heard a splash in his new tank (which is wonderful, perfect temp., very clean, s/he loves his plants) Tonight my boyfriend started laughing and said that my fish jumped out of the water. I later caught it in action. My little Dancer will just sit at the surface of the water and then randomly jump/spazz out and fly above the surface. And then he'll just go back about swimming normally.

What is going on?

How strange! I don't have a really good answer for you except to note that perhaps there is something in the water that is bothering him. Any specifics you can give on his tank setup? Does he seem agitated at all when he's just swimming "normally"?Labored breathing or jerking around at all?

Bettas can and DO jump, but I've never heard of one doing it on a regular basis. I hope that you have a cover for his tank, so he doesn't accidentally jump out to his death.
