This is the sort of problem that seems more complicated than it is!
It would help if you had two row counters - different colours would be a good idea. One should b used for the decreasing on alternate rows and one for the decreasing on every 4th row.
The alternate row decrease is probably on a knit row; so do that on every second row i.e. row 2 on your (red?) row counter. After your alternate decrease turn that counter back to zero. Remember to turn the other counter on one row. When you get to row 4 on the other (blue?) counter, then decrease on that row. After row 4, both counters should be at zero. Keep going till you have 28 stitches, then work one more row (probably a purl one).
What you are aiming at is a steep slope on the sleeve side and a gentler slope on the neck edge.
I really hope this makes sense. It's the sort of thing that you need to see in practise, but my IT skills aren't that good. Alternatively, a good book may help.
I've just had another thought - have you tried putting "help with knitting" into google? It worked with me when I had problems making up. There may be pictures which make it clearer.
