The Iraqis were not terrorists like Bid Laden and his followers. They were a threat to the region of the Middle East, but that threat ended after the Gulf War of 1991. After 1991 the Iraqis were of little threat to anyone. This is because there military had been severly damaged and reduced by the Gulf War. Also, Iraq was under constant surveillance for 12 years prior to 2003. Sections of Iraqi air space was ruled a no fly zone and constantly monitored by the United States and its allies. Iraq was incapable of doing anything military without being seen. Between 1991 and 2003 there was almost nothing that Iraq did that went unnoticed. Iraq was not a direct threat to the United States. Its missiles had a limited range. They we capable of reaching neighboring countries, but not the United States. It is doubtful any Iraq missile would have been able to cross the Red Sea let alone the Atlantic Ocean. After Iraq's rapid defeat in the 1991 Gulf War there was no reasonable military reason to attack Iraq. It was incapable of doing anything hostile without being seen and immediately retaliated against. Iraq was a beaten and diminished military. It posed no major threat to the United States before our invasion in 2003.

There was a heated argument about all of this at work today. Didn't Iraq violate 11 or so UN agreements? And do we need to be at war at all? Or if we do, with whom?

The violations were technical matters regarding allowing access to areas by UN arms inspectors. They were not violations of active hostile actions or preparations for such actions.
