Ask your friend, what does he do? Also, do you want this hairstyle for one evening or for a long time? To get curls all around, your friend has layers. Take this picture to a hair stylist and get a cut that will support this look. It can be longer and still look similar, but it may not work on long hair (longet than shoulder length).
To go completely back: Apply mousse or gel to wet hair in front, blowdry back, (use a vented brush to hold hair up and back as you blow dry), spray with stiff hairspray, brush back again, spray lightly with hairspray again. To get your hair to go back like that you need bangs. This will not work if your hair is long in the front.
Long hair is heavy and will not hold a curl if it's naturally straight. A perm (body wave) will help to hold the curl on shoulder-lenght hair for 3 to 6 months. Even then, you have to use a curling iron or hot rollers to create every curl every day.
For a one time look, get tight rollers with holes in them. After you wash you hair apply mousse all over, while it's still wet, roll it and then blow dry until completely dry or sit under a dryer hood. You need heat to set the curl. Unroll, flip your head upside down, finger style, spray with hairspray underneath, stand up straight, brush back bangs, spray with hairspray, smooth out other curls lightly with a brush, but do not brush out the curls or you may lose them. Use a pick to gently style the culs in the direction you want them to go, spray with hairspray. On the sides, to push hair back, hold back with a vent brush, spray with stiff hairspay and while still holding back hair with your vent brush, blow dry until dry.
