The Airship is not something that you find in the game. Just keep progressing through the plot and you will get it. You do not get the Airship, and free movement around the world until close to the end of the game.
You won't get it until you go through Home. You'll know you're getting close when you make it to Bikanel Island (Sanubia Sands, whatever you want to call it).

You get free movement after the Zanarkand incident, but you actually get the airship just after Home blows up. However, once you defeat Lady Yunalesca, then you get free movement to wherever you want.
