Hrm, I didn't know it was an acronym. I always just thought it referred to those women who shuffle along slowly with their offspring in tow and a blank look in their eyes...you know, you can practically hear them mooing and you realize that they really do not see or hear what their kids are doing/where they are.
(also put in my mind by the people that [censored] off my mom in parking lots, the ones that cross the parking lot sooooo slowly that they're barely moving as you're sitting there just wanting them to get across so you can find a parking spot; these people are not always parents but they often are, and often aren't keeping a handle on their kids)
