That's going to depend a lot on your location. Local governments (city/county) in the U.S. generally have small business information centers set up; and most states have Economic Development Centers.
If you're outside the U.S., I don't have an answer for you.
Are you looking for a grant or loan? There are numerous loans that are easily available. Grants...depending on the kind you are trying to get, you may have to form a non-profit to take advantage of.
