I know that Hancock Fabric's and JoAnn's offer free classes from time to time....check with these stores if you have them in your area to see when the next ones are available. Also, some Walmart Store have quilting and easy sewing classes...again check with the stores in your area to see if this is available where you live. From time to time there are sewing classes on TV where there demonstrate making various things and a lot of ideas and information can be gleaned from watching these programs.

I took lessons from a fabric store that offered them.

My thinking would be to take an old garment completely apart that you like but don't like the fabric and lay it on the new fabric you do like, pin pieces to it, and cut away.

As someone who studied costume in school, I'd really recommend taking a sewing class or two before you start taking garments apart and trying to copy them. That technique is harder than it seems and if you don't know how to sew and do some pattern-work already, you may not be able to assemble the garment properly. Especially as there are considerations to things like fabric bias which you won't pick up well on your own.

Many sewing stores offer topical classes, junior colleges often have classes and sometimes community centers have them too.
