You can only find it under the Sphynx at the Camel's Toe (the Luxor-like hotel in LV). But you have to be on the second list of cars.
I think it's the second list you have to be on. If it doesn't show up when you're on the second list, try looking under the Sphynx when you're on the third list. Hope that helps.
