BellaOnline Forums Hobbies and Crafts Crochet Can't Count

when it the directions state "insert hook into 2nd chain from hook" I always end up with one less stitch at the end of the row then the directions state. Obviously I am going into the wrong chain. My counting must be wrong, am I going too far or not far enough? God I hope this makes sense!!!!
