Web Design pricing is always a sticky issue. One designer might charge $5k for the job that another will do for $500. I start my pricing out for company sites and personal sites, depending on the level of design and style at less than $500. After that it is per page and it depends greatly on the type of website being created and what extras they need, ie. guestbooks, shopping carts, Flash, JavaScript. Those can drive up the cost as can graphics that I have to create. Many people want a web site, but don't have a logo or anything else for their business presence, and again that will increase costs. If they want their site to be optimized for search engines and then submitted to search engines, I will add that in at no cost to clients that choose a maitenance plan where they pay for monthly service from me which includes hosting. Whether I use my hourly rate or a flat work, it usually comes out the same. It just depends on the project and the client.
Since the site is already created and you already have graphics to go with, I would do a flat fee for an estimate of time and then an hourly rate for additional work. $18 to $40 per hour is standard with the Industry that I work within.
