IMO Islamic terrorists tried to use a highly developed Tesla earthquake machine to produce a Tsunami quake in California, Florida or New York, but USA scientists used a highly developed countermeasure to deflect the vibrations to a region in Asia known to harbor Islamic terrorists.
In Oregon a Tesla researcher picked up the Tsunami-related vibrations to with special equipment he built and announced his prediction over 22 hours before it happened. Even though his first
prediction---based on "special resonant earth vibrations" his equipment
picked up---turned out to be true, the "experts" are ridiculing the guy.
Ordinarily, earthquakes are caused by plate tecktonics, when vibrations are
caused by the plates scraping against each other when they move. It was said
that the vibrations behind these earthquakes came from a much lower layer
in the earth than is the usual case. IMO HAARP couldn't be
responsible for such vibrations, but some sort of "earthquake machine" such
as the one Tesla built might be able to do so if it were produced on a large
scale.

Use of only about 20 pounds of explosive material per explosion would probably do the job.
