The best way to get help is to talk with the tattoo artists themselves. They can help with design, placement, let you know if what you are picking is too small to show details well, or if you might be biting off more than you can chew, as it were.
As far as what to look for in an artist, that really varies from person to person, a lot like when you pick a doctor or hair stylist. Is it important to you that your tattooist be a man or woman? Do you want them to have an art school degree? Is it important to you how long they have been tattooing? Often, your best references will be from friends or acquaintances who can make a recommendation for someone in your area.
