in the walkthrough it says to get the sun sigil for Tidus's ultimate weapon you have to get a race time of 0.0 is this race in the location by remiem temple? (I see no balloons) if not then where is the location of the race because i cant find another one

Talk to the chocobo trainer just outside the agency. You must win Each race once. I believe there are 5. Then the guy up in the north-west corner moves and you can go grab the weapon.
Now the last one is the one you need.

To get the Sigil defeat the last race with a time of 0 seconds. (Personally, I've never one this piece, I always customized a break damage limit weapon for him.)
