You can also steal purifying salt from the fallen monk and zombie monk (the one with the shotgun and the flamethrower) in the Zanarkand Dome within the ruins. Most of the time they only give you candle of life, but on rare occasion they will give you purifying salt. That's how I got mine, took forever but it was worth it.
