12 credits? Have things changed that much in 20-some years? When I went to college, a normal semester load was 15 credits.

"Normal" varies from school to school. The federal definition of full-time at the undergraduate level has been 12 credit hours per term (or the equivalent) for as long as federal aid has existed. Many parents, and counselors for that matter, discourage more than 12 hours enrollment because they feel that the students may experience stress in terms of grades. Not the best policy.
