What causes dark circles under the eyes? is it only sleeplessness? Or is it genetic? Other reasons?

A doctor told me once allegies will cause dark circles under your eyes.

One of the possible reason i know - it is the weakening of liver functions.

If one takes medicines for that, the dark circles will go away?

We didn't really discuss allergies...it was a first appointment and said he could tell I had allergies and I asked how and he said he knew because of the dark circles under my eyes.

According to Traditional Oriental Medicine, (TOM)the zone directly under the eyes is controlled by function (or mal-function) of the Kidneys and the Kidney channel....
Please understand at this point that, according to TOM, these functions differ quite a bit from the western perception of the organs....

This is the TOM appraisal of Kidneys:

Direction: North
Season: Winter
Time of day: Midnight
Energy: Extreme Yin
Flavour: Salty
Colour: Black-Blue
Feeling: Cold
Voice: trembling, wavering.
Controls:
Water of the body, head hair, bones, marrow (including spinal cord and brain) and teeth (as they are considered part of the skeletal system).

Kidneys manifest in the ears, also.

Kidneys are responsible for cradling and nourishing, or looking after our Body energy, or Original Chi. As this is depleted with age, our hair turns white, our bones become more brittle, we lose our memory, our ability to move efficiently and we lose our teeth, our hearing, and our eyesight fails (although eyes themselves are governed by Liver energy....)

The two areas under the eyes are kidney-shaped, and dark cirles are usually black or blue-ish in tinge.

This is a sign therefore that there is an irregularity with the flow of water within the body, and that filtration of liquid elements is not efficient....it could be down to an allergy, but also, see other associated things to pinpoint any further symptoms....

You have allergies?

I have no allergies, but have dark circles. my father also had them. I have Psoriasis, but that is not allergy. Thanks.

China, Japan and other Asian countries.
You could also look under Traditional Chinese Medicine, or TCM if you prefer.
I label it TOM because I have studied shiatsu, which is japanese in origin, and that's how our tutor called it. But try TCM.
