For something of this nature it would be along the lines of a fine in the low thousands and either jail time, probation or public service.
It depends upon the laws in the city and state. The Owner of the dog could also probably sue for emotional damages etc etc. I know that if someone went and beheaded my Aussie Buela (pictured) I would be first in line to hunt them down.
And as far as begging forgiveness to go to Heaven, I think that the lord your savior would be smart enough to say no.
