For daytime makeup, don't even worry about eyeliner, it can look too strong sometimes. For eyes a neutral eye shadow (like golds or shimmery sand colors) are good and a good mascara.
If you plan on using a foundation, find the one that matches closest to your skin color. An Ulta or Sephora store will usually have samples of almost all types of makeup (even the normal brands like Covergirl and Revlon) so you can match your shade. Don't try to match it on your hand however - because it has a different texture from your face - match it on your jawline.
If you don't want to use foundation, just get a powder to help set your other maekup, and to help cut down on shine on your face. Once again either try to match your skin tone, or some companies offer powders with no color.
For choosing blush; think about what colors look best on you in clothing. If you look really good wearing colors that lean toward the blue/purple range - look for blushes that lean more towards the pinkish side. If you look better in clothes that are green/yellow/orange - look for blushes that are more towards the peach side. Same goes for lipstick. Blush goes lightly on the "apple" of your cheek (that part that plumps up when you smile). Just apply lightly so you don't have two big circles!
Or you can be safe and stick with the "Neutrals" which are shades of tan, brown, and so on.
Lips have so many options these days: lipstick, glosses, stains, sheers. For the day a light sheer is great. You don't even really need a lipliner. Although if you do want to use one, keep it either the same tone as your natural lip color or the same tone as the lipstick you are using. And until you are more comfortable with makeup - don't try to make your lips look bigger by lining outside your natural lipline; most people just look fake when they do this.
Just remember for daytime makeup to keep it light.
