Lucky, that's so very sadly true. I've read so many posts and such in various places from people without kids who are told they can't get [X] government help because they don't have kids. I even read one post somewhere from someone who was actually basically told, "you know, if you had a kid we'd help you." Those weren't the exact words, but it was pretty much the idea of what the person said, they admitted it right to her that as a child(free/less) person she wasn't going to get help. These are people who don't know where next month's rent or their next meal is coming from, but they're being crowded out because they're not parents. It's disgusting.
And I bet there IS at least one person out there who was told "sorry, no help" because they had no children, so they purposefully had a kid just so they could get some help with things they needed help with. And I wonder: in that situation, who has it sadder, the kid or the parent?
