Yes, I suppose so. Once I read about Guliani`s (?) "zero tolerance" measure which makes the police react even to slightest transgressions of law, e.g. littering or cursing or similar ones. The theory goes that little transgressions, when closed an eye to, can turn into bigger and bigger ones which will be impossible to fight.
I think it is a good theory.
