It can be a lot of fun to create your own clip art - and even more fun to then trade the images with others for free. It helps to keep your own skills fresh as well as gets you access to a variety of images from other people.
Photoshop is a great tool that I use for creating and modifying graphics. It's well worth getting a book and investing a day or two to learn how to use it properly.
