Efforts at school reform without an overhaul of U.S. cultural priorities are pie in the sky.

Too many efforts at school reform continue to be directed solely at the schools.

In fact, the problems that beset public education come to the schools from the community. Academic and behavioral standards cannot improve as long as government and community leaders ignore the plight of millions of children who must grow up in abominable conditions.

Hungry children cannot be expected to focus on learning.
Mentally ill children cannot be expected to behave "normally."
Children of abusive or neglectful parents must find "caring, supportive adults" outside of their own homes.
