I think it depends on both the office and the individual items. For instance, I've seen some transparent shirts that were clearly office inappropriate and I've seen women wearing transparent shirts in office environments where they looked completely appropriate. Some of it is what else you wear with it. Also, in a really casual office where all contact with customers is over the phone, more casual clothing might be acceptable.
