It sounds like you have some challenging times ahead of you. Build up a local support structure of family and friends who care for you. Talk to your school contacts, church contacts, whoever you can to build that structure. Do NOT be afraid to ask for help. You deserve it.
I have no idea why he thinks refusing to sign a birth certificate is going to do anything at all. You can easily do a DNA test to prove it's his child and he owes support. He can't "refuse" to pay support on his own child. Second, just because he pays support doesn't mean he can dictate how the child is raised. Document his drug taking and document his drug selling. Document everything. That will ensure that you maintain custody.
You should never be emotionally abused - and you should not subject an innocent baby to an environment of emotional abuse. Begin documenting, and build that support for yourself.
