Yes. this means the bite is too hard for him to chew at first. he is chewing then spitting it out and chewing again. I would suggest soaking the bites in some water out of his tank, that you have scooped out in a little plastic cup. this will help soften them up for him. Also, dont soak them in tap water, because of the chlorine and any hard metals that are in it. HTH!!
oh, and also, sometimes bettas are VERY picky eaters. he may just not like the food. <img src="/images/graemlins/wink.gif" alt="" /> you can either try something different, like flakes, or another bite, or just make him learn to like them. <img src="/images/graemlins/smile.gif" alt="" /> bettas will probably not starve quickly.
