It's not really your place to say anything. People are free to change jobs for whatever reason they want. As long as they aren't taking half the clients with them, there is nothing you should say about it.

There are many situations where one needs a resume without looking for a job.

I'm applying for a workshop and am required to send a resume.

Me, too. So many people just like to bring their resumes up-to-date and really have no intention of moving on. As we know, as soon as the boss hears that an employee is working on their resume, they start looking for replacements or reasons to let them go. Many take it as an act of betrayal, too. <img src="/images/graemlins/tongue.gif" alt="" />
