The best way to find a piercer is through a recommendation from someone who has been pierced by that person. After that, it's best to get out there and talk with the piercers. You can ask how long they've been working, see their shop space, see if you like their vibe, find out how helpful they are, etc.
Once I got into body piercing, I did research on all the ones in my town and I've stuck with one shop for the last ten years. I liked their vibe and set-up, and always found their piercers to be glad to answer all your questions BEFORE doing any actual piercing.
